This will be a long-shot!!

first, does the CD-Rom drive have power? (Can you open and close the drive?)

Second, see after the next:
On bootup, Does your POST tells you that it has found a CD-Rom drive?
If not, shut down the computer, pull the AC plug out and open the system.
Check if all cables are stirdy connected to both the mainboard and the back of the CD-Rom drive.

If OK, reclose the system, power it up and see in Windows after the next:

Right-click on "My computer"
Click on "Properties"
Click on the second-left tab. ("Apparaatbeheer" in Dutch but Unknown English word for it)
Is there a topic "CD-Rom"?
If so, click on it in the + sighn and right-click on the drive, click on Properties to see whats wrong with it.
If not present, see if there are yellow exclamaionmarks present.
Most commonly there in the Controllers part.
Remove the devices in them and reboot. (Windows will reinstall them)
Reboot after this and see if it is there now.
If not there too, restart in safe mode.
Right-click on "My computer"
Click on "Properties"
Click on the second-left tab. ("Apparaatbeheer" in Dutch but Unknown English word for it)
Click on all topics one-by-one and remove *ALL* items that are Double or more present, AND the items who are surely NO LONGER present. (Older devices)
-!!- WARNING!!
Leave Systemdevices, or as to say the topic with the blue computersighn alone! That is an exeption where double devices ARE present and must be!

If all of this fails, your CD-Rom drive have failed and has to be replaced.

Victor.
